Poor, Displaced and Anxious in North Carolina as Floods Climb After Hurricane

As flooding continues in North Carolina, the poorest of the poor are realizing a rather tough scenario. The government has begun to provide aid but in the article, the aid is merely a life fest not a life boat. Each family is receiving around 2000 dollars which is meant to cover the wages they would have earned during the time. But for lower income families, their home was everything they had. The government intervention is a tricky situation because these poor families need much more assistance than 2000 dollars to recover. It is a massive market failure because it is a public good. It is an inefficient distribution of who gets money and then figuring out who needs the money the most. How do you decide?
