FRB expected to freeze interest rates

The Federal Reserve Bank (FRB) is expected to freeze interest rates. The FRB decides interest rates, based on its influence on domestic and international economy. The article claims that "central banks had become over-burdened with the responsibility for tackling a slowdown in growth", and therefore, the FRB should keep interest rates. I generally understand the central banks' position and their opposition. I am curious about the FRB's final decision that will affect economy. This article implies how the FRB decision on interest rates has a public aspect.
