California politician likes climate change because 'our enemies' live in hot places

“Most of our enemies live in hot climates, desert climates,” he told the Guardian on Friday, saying he stands by his remarks. “It will probably have a negative effect on their environment.” This is the opinion of a soon to be State Legislator, Randy Voepel.

Voepel said: “I believe only about 1% of climate change is impacted by human beings. The rest of the 99% is solar cycles, the natural wobbling of the earth and volcanic activities.” However, a bulk of evidence shows that humans are responsible for about 100% of the warming since 1950.
The efficenticy ramification for this is if we don't do anything about global warming now, years down the road after sea levels rise and the east coast completely goes under water, where are all those people going to go? Will there be jobs for them or will America just be inefficient and have a high unemployment rate and not enough land to fit everyone in.
The equity ramification of this is if we just ignore global warming, is it fair to those people living on the east coast to force them to move rather than just adjust some economic policies in order to prolong global warming?
In my opinion, I think it is ridiculous that he is using "our enemies" as a way to justify as to why global warming might be positive. That could very well be the only positive benefit from global warming, if you do even consider that a postive, while at the same time there are so many more negative benefits from global warming.
